What would be considered a good number of maximum locked targets, beyond which additional locks aren't really all that useful. For example, you can lock two targets in the beginning. This is obviously too few since you often want to attack more ...

I haven't saved the places I saw it in my bookmarks, but from the context I presumed it was a certain type of damage. All types of damage at the same time makes sense, thanks!

A Fire Upon the Deep, by Vernor Vinge. Holy cows that book was awesome. I would also highly recommend Permutation City by Greg Egan.
